Rogers Communications Inc is seeking approval for a $20 billion takeover of its rival Shaw, but industry minister François-Philippe Champagne has said that wholesale transfer of Shaw’s wireless licences would not be permitted as part of the deal.
Media reports earlier this week indicated Rogers has already set up a data room for prospective buyers ahead of the merger’s expected June closing.
Globalive Capital, an investor group led by Wind Mobile founder Anthony Lacavera, Quebecor Inc. and Halifax-based telco Eastlink are among the names being floated as potential suitors for the assets.

Lacavera, whose company Globalive founded Wind Mobile more than a decade ago, told Bloomberg News on Monday that he was interested in getting back into the business by buying the assets now owned by Shaw under the Freedom Mobile banner.
The all-cash offer to acquire Freedom Mobile’s wireless licences, customer accounts, cellphone towers and stores was presented to Rogers last week, the Globe said.
